В процессе путешествий игрок постепенно узнает истинные мотивы Zero.
Игра, призванная угодить любителям хардкорных ролевых игр, была разработана той же студией, что создала оригинальные игры серии Drakengard и ее спин-офф Nier. В ее состав вошли продюсер Takamasa Shiba, директор (режиссер) Taro Yoko и сценарист Sawako Natori. Музыку написал Keiichi Okabe, автор саундтрека Nier. Игра отличается от предыдущих игр серии тем, что в процессе ее разработки Access Games использовали свой прошлый опыт в жанре action и стремились устранить все недостатки, вызывавшие критику прошлых игр серии.
